What is the 'wet DBA'

“The 'wet Deregulering Beoordeling Arbeidsrelaties' (DBA Act) is about the deregulation of the assessment of employment relations. Due to this 'wet DBA', the 'Verklaring Arbeidsrelatie' (VAR), which is a declaration of employment relations, has been abolished. Clients and contractors make agreements within their relationship. Together they assess whether this relation is regarded as employment or as freelance work. When in doubt, a model agreement can provide certainty. It is important to assess whether the relationship is regarded as employment or as freelance work.” – Belastingdienst

Collaborating with freelancers will become a lot more difficult from 2025 on. Companies must strictly adhere to the rules – which results in more administration and more financial risk, such as high fines.
